The state has policies that require every center that generates these products to have approved documented showing the procedure they have set in place to manage their by products. The people responsible for removal of these products must be registered and licensed to carry out that task.
Bio-wastes generated from private homes must also be safely discarded. Local county collection programs have been formed to facilitate home cleanup and give guidelines on how to handle the products. Complaints regarding poor waste disposal or management are investigated by the County Health Departments. There are also emergency contacts to report the cases directly to theses offices.
The government through legislation provides funds to Biomedical Programs. There is additional funding from the annual registration of transporters and permitting storage and treatment facilities.
